Census 2027: Meghalaya Chief Secretary says every person must be counted

Every person in Meghalaya must be counted in Census 2027, the state’s Chief Secretary Dr Shakil P Ahammed told officers on 29 October 2026, stressing that reliable population data is vital for inclusive development and welfare schemes, PIB Shillong said.

Census 2027 Phase II training in Shillong

Ahammed was addressing a state-level training conference of Principal Census Officers and senior officers on Phase II, the population enumeration stage of Census 2027, at the State Guest House, Taraghar, Shillong. The conference aimed to strengthen preparedness, coordination and public awareness ahead of the enumeration. He said the census was far more than a headcount: reliable demographic and socio-economic data would help the government identify gaps in healthcare, education, social welfare, road connectivity and digital infrastructure, and support Meghalaya’s development vision for 2032 and progress on the Sustainable Development Goals.

Key Facts

  • Stage: Census 2027 Phase II (population enumeration)
  • Venue: State Guest House, Taraghar, Shillong
  • Date: 29 October 2026
  • Personnel in house-listing phase: nearly 10,000
  • Tools: mobile app, CMMS, SE Portal, Enumeration Block Creation Portal

Remote areas and the population enumeration challenge

The Chief Secretary said Meghalaya’s geographical diversity, largely rural settlements and tribal population posed unique challenges for census work. He said people in remote areas, including Baghmara, Dalu and Ranikor, must be covered, warning that incomplete data could leave vulnerable communities outside government programmes, and urged officers to publicise the census to encourage participation. He also linked population data to the state’s investment prospects as it pursues a $10-billion and later a $16-billion economy. Ahammed commended the State Nodal Officer, officials of the Office of the Registrar General of India and nearly 10,000 personnel, including enumerators, for completing the house listing and housing census phase despite many challenges.

How the digital census will work

State Nodal Officer for Census Dr Pooja Pandey said technology in the digital census would make data compilation easier while improving accuracy and security. Vrushali Abhijit Warade, Deputy Registrar General in the Ministry of Home Affairs, presented the operational framework for Census 2027 and said the Centre would provide financial and technical help to the state. Officials of the Directorate of Census Operations, Meghalaya, explained enumeration procedures, who is to be counted, the census questions, the Census Act and Rules, and relevant guidelines. Participants were trained on digital tools, including the mobile application, the Census Management and Monitoring System (CMMS), the SE Portal and the Enumeration Block Creation Portal. Media and publicity plans to raise public awareness were also discussed. Further presentations were given by S Chatterjee, Joint Director, Deputy Directors B Basumatary and Aibor Sanglyne, and Donbok Syiemsadd of the directorate. Members of the State-Level Census Coordinating Committee, Commissioners of Divisions, Deputy Commissioners serving as Principal Census Officers and District Census Officers attended.

Why It Matters: Census figures decide how welfare funds, seats and services are allocated for the next decade, so missed households can lose out.
