What the BRICS Parliamentary Forum declaration says

The declaration reiterates commitment to the principles of the UN Charter, sovereign equality, mutual respect, non-interference in internal affairs and the peaceful settlement of disputes. According to PIB, member parliaments endorsed reform of the UN Security Council, referring to paragraph 13 of the New Delhi Declaration, to make global governance more representative of the Global South. Building on paragraph 40 of that declaration, the text condemned cross-border terrorism, terror financing and safe havens, calling for zero tolerance and an end to double standards. It also covers digital public infrastructure, ethical artificial intelligence governance and the climate principle of common but differentiated responsibilities, and records support for India’s BRICS chairship.

“Global peace truly means security, respect, justice, and the assurance of a better future for everyone – especially the younger generation.”

— Om Birla, Lok Sabha Speaker

Om Birla: solutions lie in dialogue, not war

In his valedictory address at the Constitution House of Parliament, Lok Sabha Speaker Om Birla said permanent solutions are found in dialogue rather than war, in peace rather than conflict, and in collaboration rather than competition. He said parliaments are not only law-making bodies but centres of dialogue, consensus, accountability and public trust, and that artificial intelligence can improve parliamentary work if it follows human values, ethics and transparency. He congratulated China, which takes over the BRICS chair for 2027. Pointing to global instability, economic uncertainty and regional conflicts, he called for a framework built on respect for national sovereignty, peaceful resolution of disputes and equal development opportunities for all. He said the success of BRICS must reach beyond its member states to benefit the wider world and give the Global South proper representation in global decision-making, and that coming generations will judge today’s leaders by the world they leave behind.

Rajya Sabha Chairman hosts delegates

Rajya Sabha Chairman C. P. Radhakrishnan hosted a luncheon at Parliament for presiding officers and heads of delegations from BRICS member and partner countries, attended by Mr Birla, Rajya Sabha Deputy Chairman Harivansh and Union ministers, a separate PIB release said. Mr Radhakrishnan said democracy is not new to India, citing Vaishali in the north and the Chola-era kudavolai system in the south, and described BRICS as a vital pillar of global cooperation. The full text of the joint declaration has been published by PIB. The declaration is not legally binding on member governments. He recalled that at the BRICS Summit in September 2026, Prime Minister Narendra Modi had described BRICS countries as emerging centres of global innovation and solutions.

Why It Matters: The declaration puts BRICS parliaments on record behind India's long-standing positions on Security Council reform and cross-border terrorism.
