Anti-doping meetings under the UNESCO convention

Dr Mandaviya chaired the third formal meeting of the COP10 Bureau and the fourth formal meeting of the Fund’s Approval Committee for 2026-27 under the UNESCO International Convention against Doping in Sport. India is a Vice-Chairperson of the Bureau, representing Group IV. The inaugural session was attended by Farid Gayibov, Azerbaijan’s Minister of Youth and Sports and Chairperson of the COP10 Bureau; Luke McCann, Chairperson of the Approval Committee of the Fund for the Elimination of Doping in Sport; Sports Secretary Hari Ranjan Rao; Gustavo Merino of UNESCO; and members from Zambia, Spain and Russia, the ministry said. “Every athlete deserves a fair opportunity to compete, with success determined by talent, preparation and hard work, and not by prohibited substances or methods,” Dr Mandaviya told the meeting, adding that Prime Minister Narendra Modi has regularly stressed clean sport and zero tolerance towards doping. The ministry said the joint meeting reflects India’s engagement in global sports governance and its support for international frameworks such as the UNESCO convention.

Criminal provisions for coaches and suppliers

The minister said the National Anti-Doping Act, 2022, and its 2025 amendment both came into force in July 2026. The next amendment, he said, aims to bring criminal provisions to deal with violations more effectively, including those by coaches and supply-chain stakeholders. He said that during 2025-26 the National Anti-Doping Agency (NADA) conducted more than 7,000 tests and over 350 education and awareness sessions reaching 27,000 participants, with a focus on risk-based testing and intelligence-led investigations. The Know Your Medicine mobile app has recorded more than half a million searches, he added. The release did not give a draft of the proposed amendment or the penalties under consideration.

Sport values toolkit for classrooms

Dr Mandaviya said a Memorandum of Understanding between the Sports Ministry, the Education Ministry and UNESCO will soon be signed to introduce the Sport Values in Every Classroom Toolkit in India, aimed at bringing ethics and integrity in sport into schools. The meetings discussed a framework on the roles of public authorities in the global anti-doping system, education capacity and research through the National Compliance Platform, resource mobilisation, the Fund’s Operational Strategy for 2026-2031 and compliance, PIB said. On X, the minister said India maintains a zero-tolerance policy towards doping.

Why It Matters: Criminal liability for coaches and suppliers would widen anti-doping enforcement beyond athletes, a key step as India bids to host bigger events.
