Gaza winter: families face a fourth winter in tents as aid convoys come under fire

Families in Gaza are bracing for a fourth Gaza winter in tents and makeshift shelters as UN aid operations face mounting obstacles, with transport suspended on Tuesday, 27 October 2026 because Israel closed the Kerem Shalom crossing for election day, UN News reported.

Gaza winter: flooding risk for 950,000 people

Many families are living in worn tents and shelters with little protection from cold, wind and rain, the UN said. About 950,000 people are living in displacement sites at medium to high risk of flooding, and stocks of supplies to support them are insufficient, according to a shelter assessment. Despite restrictions and funding gaps, UN teams on Monday brought food, blankets, winter clothes, school items and fuel into Gaza, according to the UN aid coordination office, OCHA. Over the past week partners handed school bags to more than 8,000 children; the week before, they gave stationery to about 22,000 children and furnished some 300 classrooms supporting around 60,000 pupils.

Key Facts

  • People in flood-risk sites: about 950,000
  • Kerem Shalom closed on 27 Oct for Israel’s election day
  • UNOPS: three incidents in three days
  • West Bank, Jan 2025–Sep 2026: 331 Palestinians killed (77 children), 21 Israelis
  • Settler attacks recorded by OCHA: 3,684

UNOPS reports attacks on convoys

The UN project services agency, UNOPS, reported three incidents affecting its convoys and premises on three consecutive days in the past week. Executive Director Jorge Moreira da Silva said these included explosions at close range, drivers detained at checkpoints, and several small-arms rounds striking one of the agency’s guesthouses. He said the safety of UNOPS staff had been compromised too many times and that all parties to the fighting must protect civilians and humanitarian workers. UN aid transport into Gaza was suspended on Tuesday because of the crossing closure, UN News said.

West Bank violence: Guterres deeply alarmed

UN Secretary-General António Guterres is deeply alarmed by intensifying violence in the West Bank as an Israeli offensive in Hebron continues, Associate Spokesperson Daniela Gross told reporters in New York. He condemns the violence and firmly opposes settler attacks, she said. Between January 2025 and the end of September 2026, 331 Palestinians, including 77 children, were killed in the West Bank and more than 42,000 were displaced, OCHA said; 21 Israelis were killed there in the same period. OCHA also recorded 3,684 settler attacks that caused casualties or property damage. Separately, Francesca Albanese, the UN Special Rapporteur on the occupied Palestinian territory, briefed reporters virtually on a report focused on the media, saying she could not attend in person because of US sanctions on her. Citing UN sources, she said nearly 300 journalists and media workers have been killed in Gaza and more than 100 detained, and that some 150 media centres and offices, 80 per cent of Gaza’s media infrastructure, have been destroyed. Her report also documents repression of Palestinian journalists by Hamas in Gaza and by the Palestinian Authority in the West Bank, she said.

Why It Matters: Winter rain and cold put displaced families in flimsy shelters at risk, while blocked crossings and attacks on convoys slow the aid they need.
