Oleshky ceasefire offers hope for civilians as aid vehicles are hit, UN says

Editor's note: This updates our 30 October report on the Dnipro railway station drone attack, which then had a toll of 13. Media reports cited by the UN now put it at 15.

The Oleshky ceasefire means hope for civilians in the city each day it holds, the UN’s Emergency Relief Coordinator Tom Fletcher said, stressing that people who wish to leave must be able to do so safely and voluntarily, UN News reported on 30 October 2026.

What is the Oleshky ceasefire

“Let this pave the way for vital aid to get in, and more humanitarian access on both sides of the frontline,” Fletcher said in a social media post relayed by the Secretary-General’s Spokesperson. The ceasefire, meant to relieve trapped residents on the Russian-controlled left bank of the Dnipro, was brokered by US First Lady Melania Trump and announced by the White House on 23 October, UN News said. It is due to end on the evening of 1 November. Spokesperson Stéphane Dujarric said the UN had not played a role in evacuating hundreds of people from Oleshky, near Kherson, but was providing aid to evacuees as they reached the Ukrainian side.

OCHA: two humanitarian vehicles hit by drones

Two humanitarian vehicles came under drone attack on Thursday, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA). In the Zaporizhzhia region, a clearly marked civilian bus was struck, killing a woman and injuring passengers and the driver. The service, supported by the OCHA-managed Ukraine Humanitarian Fund, provides transport for a community of more than 1,600 people. In Sloviansk, in the Donetsk region, an armoured evacuation vehicle was hit, injuring two evacuees. “Attacks against civilians, attacks against civilian infrastructure and attacks targeting humanitarians are unacceptable and must stop,” Dujarric said. Aid organisations are also responding to the latest wave of deadly attacks in the Chernihiv, Kharkiv and Poltava regions, providing hot meals, cash assistance, legal aid, emergency shelter materials and temporary repairs to damaged homes, OCHA said.

Dnipro station toll and power cuts

Asked about Thursday’s drone attack on the main railway station in Dnipro, Dujarric said the Secretary-General strongly condemns the Russian strike, in which civilians including children were killed. The death toll now stands at 15, according to media reports cited by UN News. According to Ukrainian authorities, strikes in Chernihiv region killed two children and injured 37 people over the past day, and in Kremenchuk, Poltava region, three people were killed and 28 injured. OCHA said 190,000 consumers in Dnipro region were still without electricity on Friday morning after attacks on energy infrastructure. OCHA called for civilians and critical infrastructure to be protected as colder weather sets in. Fletcher is the UN’s top humanitarian official.

Why It Matters: A short, local ceasefire is a rare test of whether civilians can be moved safely across the front line in Ukraine.
