V. Srinivas on cyber security and the DPDP Act
Srinivas said that good governance in the 21st century needs services to be delivered digitally, and that it is therefore essential to ensure the cyber security of government-run digital platforms. He said that as digital services expand, the government must build a citizen-friendly data protection system and that strengthening public trust in the privacy of personal data on government platforms should be the top priority. He said workshops like this are important for implementing laws such as the DPDP Act, 2023 effectively, as they help senior officers understand its legal provisions and ensure compliance. He also referred to several court judgments on the subject. DIPR summed up his message as: cyber security and data protection are essential for digital governance.
Purpose-bound use of data and cyber hygiene
The Chief Secretary stressed that citizens’ data available through government digital platforms and services must be used only for the purpose for which it was collected, in line with existing legal provisions, and spoke about the need for cyber hygiene, according to DIPR. The DPDP Act, 2023 is India’s central law on how organisations, including government departments, collect and process people’s digital personal data. For citizens, the practical message is that departments holding their Aadhaar, phone and bank details are expected to protect them and use them only for the stated service. He also called for timely action and an effective grievance redressal mechanism. The session was conducted by Cost and Management Accountant (CMA) Nitish Kalra, who explained the provisions, relevance and objectives of the Act and how data can be used, within its rules, to improve governance and services. A question-and-answer session followed, in which officers discussed practical implementation, and the DoIT&C Secretary thanked participants at the close.
