Digital Life Certificate Campaign 5 runs 1-30 November in 2,000 cities; face authentication in focus

The Digital Life Certificate Campaign 5, which the Department of Pension and Pensioners’ Welfare (DoPPW) calls its biggest-ever, will run in 2,000 cities and districts across India from 1 to 30 November 2026, according to a PIB release issued on 30 October.

How the Digital Life Certificate campaign will work

The department notified the guidelines through an office memorandum dated 13 August 2026. It said a whole-of-government approach will be used, coordinating with pension disbursing banks, India Post Payments Bank (IPPB), pensioners’ welfare associations, CGDA, the Department of Telecommunications, Railways, EPFO, state governments, UIDAI and MeitY to reach pensioners in the remotest parts of the country. The main focus is on face authentication technology, with MeitY and UIDAI giving technical support. DoPPW said face authentication is a quick and seamless way to generate a certificate and works on Android and iOS phones, making it easy for elderly pensioners. Outreach will include SMS messages, posts with the hashtag #DLCCampaign5, jingles and short films, with DD, AIR and PIB teams supporting publicity, DoPPW said.

Key Facts

  • Campaign: Digital Life Certificate Campaign 5
  • Dates: 1–30 November 2026
  • Coverage: 2,000 cities and districts
  • Focus: face authentication (Android and iOS)
  • IPPB doorstep booking: 155299

Doorstep Jeevan Pramaan through IPPB

In a separate release, PIB said the Department of Posts, through IPPB, offers a doorstep facility to generate Digital Life Certificates via the Jeevan Pramaan portal, using biometric authentication or the Face RD application with help from the local postman. The service carries a nominal charge but is free for EPFO, BSNL and Defence pensioners, the release said. Pensioners are advised to keep their mobile number, Pension Payment Order (PPO) number and pension account details ready, and can book the service on the toll-free number 155299. In Tamil Nadu alone, the postal circle issued 1,55,355 such certificates last year through more than 11,800 offices. The doorstep service is open to central, state, defence and EPFO pensioners, among others.

Camps for telecom pensioners

DoPPW said the campaign will run in “utsav” mode, with health check-ups and Aadhaar updation for pensioners, doorstep services where needed, and grievance officers to resolve DLC complaints quickly. Mega camps will be held where many pensioners live, and senior officials will review work on the ground. The Department of Telecommunications has announced special camps for BSNL, MTNL and other telecom pensioners. In Kerala, camps will be held at Kollam on 9 November, Ernakulam on 10 November, Kozhikode on 16 November and Palakkad on 17 November, and at the CCA Kerala office in Thiruvananthapuram on weekdays from 1 to 30 November. In Mumbai, Navi Mumbai and Thane, camps will run from 11 am to 5 pm on set dates starting 2 November at Currey Road.

Why It Matters: Pensioners must submit a life certificate every year to keep their pension flowing; the campaign lets them do it from home or a nearby camp.
