Which GST reforms were discussed

The meeting was part of CBIC’s nationwide outreach after the 57th GST Council meeting held on 8 October 2026, and was organised by the CGST and Central Excise Mumbai zone. About 150 representatives of taxpayers, trade associations and chambers across Maharashtra attended. Reforms discussed included simplified registration, faster system-based processing of refunds without officer intervention, simplified returns, steps to reduce litigation, streamlined procedures for inter-state movement of goods and easier compliance for small sellers and exporters. Measures such as withdrawal of arrest powers and a higher threshold for prosecution, meant to reduce coercion and build partnership between taxpayers and government, were also highlighted. The outreach is meant to explain the Council’s recommendations directly to the businesses that will be affected, and to collect feedback before the changes are notified.

“Trust first, verify later.”

— Philosophy behind next-generation GST process reforms, as described by CBIC Chairman Vivek Chaturvedi

CBIC on trust first, verify later

Mr Chaturvedi stressed the philosophy of “trust first, verify later” behind the next-generation process reforms, PIB said. He highlighted the Council’s resolve to improve the taxpayer experience, reduce friction points and promote ease of doing business. Sanjay Mangal, Member (GST) at CBIC, outlined measures the Board is taking to make compliance easier. He said changes from the GST Council meeting would be brought in phases, and that relevant circulars and notifications would be issued in due course. This means businesses should watch for official notifications before treating any change as in force. Prachi Saroop, Principal Chief Commissioner of the Mumbai zone, also attended.

State GST and trader questions

Asheesh Sharma, Commissioner of State Tax for Maharashtra, interacted with taxpayers and underlined the importance of building trust between taxpayers and the department, PIB said. He highlighted steps being taken to reduce physical interception and increase trust. Industry representatives raised queries and suggestions on a range of GST issues, and senior officers responded and assured that suggestions would be examined. The ministry said the meeting reaffirmed the GST administration’s commitment to a responsive, transparent and taxpayer-friendly system with a focus on voluntary compliance. Senior officers of the central and state GST administrations and leading trade bodies took part. Officers said the suggestions received at the meeting would be examined by the department. The ministry described the session as part of continuing nationwide outreach, so similar trade meetings may be held in other zones.

Why It Matters: Faster refunds and simpler returns can ease cash flow for small traders and exporters, but rules only change once notifications are issued.
