How IICA and Meghalaya ran the CSR governance programme

The Government of Meghalaya facilitated the programme through its Department of Commerce and Industries and its Department of Planning, Investment Promotion and Sustainable Development. It was held under the leadership of IICA Director General and CEO Gyaneshwar Kumar Singh, with the aim of strengthening the planning, implementation, monitoring and evaluation of corporate social responsibility in line with the development priorities of Meghalaya and the wider North-Eastern region. The release said MiDCE, set up by the state government under IICA Shillong, gives government departments, companies and other development partners a common platform to work together.

What speakers asked of companies in the North East

In the keynote, M. L. Wanshnong, Director of the state’s Directorate of Industries, said industrial growth and social development go together, and that success should be measured by livelihoods created and communities empowered, not just investment attracted. He named skill development and youth employability, entrepreneurship and local enterprise, women’s empowerment and community livelihoods, and environmental sustainability as areas where eligible CSR projects can support the state. Sanjay Gupta, Regional Director of the Ministry of Corporate Affairs, urged firms to reach remote and underserved communities across the North-Eastern states and to align projects with local needs. He described the region as one of immense potential where responsible corporate engagement can support inclusive growth. Gupta said effective CSR governance can strengthen community participation and create sustainable livelihoods, and urged collaboration among companies, government institutions, implementing agencies and civil society.

ESG support and a regional presence for IICA

Prof. Garima Dadhich, Head of IICA’s School of Business Environment, spoke about the school’s work helping companies with ESG, CSR and responsible business conduct, including turning regulatory requirements and sustainability goals into workable strategies. Debarun Kalita, Officer on Special Duty at IICA Shillong, said the regional office helps bridge national expertise and local priorities by bringing government bodies, the corporate sector and other stakeholders together. The technical sessions covered the basics of CSR in India, the legal framework and compliance requirements, using CSR for North-East development priorities, and CSR planning and execution. Under Section 135 of the Companies Act, 2013, qualifying companies must spend on CSR, which makes how that money is planned and tracked an important question for states.

Why It Matters: Training state officials and companies together can help match CSR projects with real local needs in the North East, a region speakers described as full of untapped potential.
