Child labour in Rajasthan: district figures

Jaipur district accounted for the highest number of rescued children at 1,560, followed by Udaipur with 600 and Kota with 315, the meeting was told. Together, these three districts account for 2,475 children, roughly half of the state total, and Jaipur alone for nearly a third. In the same four-year period, 8,474 inspections were carried out to prevent child labour and cases were registered in 1,787 matters, the release said. The figures were presented at a meeting called specifically to review the elimination of child labour in the state. The release did not give a year-by-year break-up of the rescues or the outcome of the 1,787 cases, so it is not possible to say from the official data how many employers have been convicted.

Chief Secretary V. Srinivas orders survey and monitoring

Mr Srinivas directed officials to keep continuous watch in districts where child labour cases are being reported, and to take effective preventive action through regular field visits and inspections. He said the full process, up to the rehabilitation of children freed from child labour, must be completed within the set time so that they get a safe environment and a better future. He also told officials to take the necessary steps to carry out a survey to collect information about children affected by child labour. The same day, at a separate Committee of Secretaries meeting, he asked district officials to take effective steps to prevent crimes against women and to improve the condition of child labourers, another DIPR release said.

Labour Department and NHRC monitor at the meeting

Labour Department Secretary P. C. Kishan, the National Human Rights Commission’s Special Monitor for bonded and child labour Dhananjay Tingal, Women and Child Development Department Secretary Poonam and Labour Commissioner Pooja Parth attended the meeting along with officials of other departments, the release said. Their presence reflects that rescue, prosecution and rehabilitation involve several agencies, from labour inspectors to child welfare officials. The release did not announce any new scheme or budget for rehabilitation. Citizens who see a child being made to work can contact the police, the district labour office or the national child helpline 1098, which is run by the central government for children in distress. DIPR issued the release in Hindi; this report is a translation.

Why It Matters: Rescue is only the first step; the order to finish rehabilitation on time and to survey affected children aims to stop freed children from being pushed back into work.
