Kartavya Bhawan-3 opens workplace creche for 30-35 children as Jitendra Singh launches blood camp

Kartavya Bhawan-3 in Delhi now has a workplace creche for the children of government staff. Union Minister Dr Jitendra Singh opened it on 19 October 2026, along with a blood donation camp, the Department of Personnel and Training (DoPT) said. The creche covers more than 2,000 square feet and can take about 30 to 35 children, and 27 have already enrolled. Kartavya Bhawan-3, opened by Prime Minister Narendra Modi on 6 August 2025, was the first of the planned Common Central Secretariat buildings on Kartavya Path and houses offices of the Home Affairs, External Affairs, Rural Development, MSME and Petroleum ministries, DoPT and the Principal Scientific Adviser, PIB said at the time.

What the Kartavya Bhawan creche offers working parents

The facility follows the guidelines of the Ministry of Women and Child Development. It has child-friendly washrooms, a play area with toys and learning materials, audio-visual equipment, clean drinking water, a sleeping area, a nurture and feeding room, and a kitchen or dry pantry. Safety features include CCTV surveillance, soft-cushioned floors and walls, and a medical kit. Slots that are still empty are being filled. Staff whose children have joined said the creche lets them focus on work knowing their children are cared for, the release said.

“Reform Express”

— Dr Jitendra Singh, describing governance reforms since 2014

Grih Kalyan Kendra to run it under Special Campaign 6.0

The creche will be managed by Grih Kalyan Kendra (GKK), a society under DoPT that runs welfare activities for central government employees and their families. GKK already operates about six other creches across Delhi and has partnered with the NGO Mobile Creches to train teachers and caregivers. Jitendra Singh, who is Minister of State in the Prime Minister’s Office and for Personnel, Public Grievances and Pensions, linked the move to Special Campaign 6.0, saying it combines better use of office space with employee welfare. He called the reform drive since 2014 a “Reform Express” and said gyms, pantries and dining areas are part of the same push for an employee-friendly workplace.

Electric vehicles and a focus on working mothers

Dependable childcare at work matters most for working mothers, who often juggle office duties with worries about their children’s care and nutrition, the minister said. He described Kartavya Bhawan as a symbol of modern, efficient and citizen-centric administration whose workplace should show care, inclusiveness and dignity. In a related step under the cleanliness drive, DoPT has condemned 18 diesel and petrol vehicles and replaced them with electric vehicles for departmental use. The ministry said the blood donation camp and the creche together reflect the spirit of Seva Sankalp, combining social responsibility with responsive and inclusive governance. DoPT Secretary Rachna Shah and other senior officials attended the event.

Why It Matters: Reliable on-site childcare helps parents, especially mothers, stay in government jobs. It also gives other offices in the new Kartavya Bhawan complex a model to copy.
